OVERVIEW
Admiral Serik Volkov was once a decorated officer within the Russian Marine Corp. His career collapsed following a direct refusal to obey an order from a superior, an incident still largely redacted by the Kremlin. Following his excommunication, Volkov spent decades cultivating an international network known as The Ruskibar Dominion, recruiting primarily within universities across Asia, Europe and the Western world. Under the guise of progressive, equality-focused student movements, Volkov embedded sleeper cells and indoctrinated followers through a mixture of social engineering, charismatic manipulation and prolonged exposure to “reset doctrine”—the belief that global civilisation must be torn down and rebuilt. Volkov, alongside defectors from the U.S., India, Japan and Mongolia, eventually withdrew into the forests of Eastern Russia to establish a sovereign breakaway state, Ruskibar, constructed on militant nationalism, technological secrecy and radical anti-Western sentiment. Intelligence suggests Volkov has been covertly funded through off-book state actors, private oligarch networks and high-level blackmail operations. This financing has enabled his Dominion to wage coordinated attacks across multiple continents with the goal of triggering what he calls the “Great Restart”: a total geopolitical collapse from which Ruskibar would emerge as the new world order.
